Under California's SB 707, producers of apparel and textile products must register with a state-approved Producer Responsibility Organization (PRO). CalRecycle selected Landbell USA as the sole PRO for the program. Registration is the first legal step toward compliance.
Any company that manufactures, imports, or sells covered apparel or textile products into California with over $1 million in annual global revenue. This includes brand owners, importers, private-label programs, and online sellers shipping into the state.
Clothing, undergarments, footwear, handbags, backpacks, scarves, swimwear, uniforms, blankets, curtains, towels, bedding, tablecloths, and other textile articles. Some categories like medical PPE and FDA-regulated products are excluded.
Non-compliance can result in civil penalties of up to $10,000 per day, and up to $50,000 per day for intentional violations. CalRecycle will also publish a public list of compliant producers, so non-registered brands will be visibly absent.

No. Landbell USA charges a separate $1,000 annual administrative fee per producer for the 2026–2027 cycle. You pay this fee directly to Landbell USA. We'll guide you through that payment so you know exactly when and how to submit it.
